Project PLASE, Inc. addresses homelessness by providing transitional housing, permanent housing and supportive services to homeless adults. We serve the most vulnerable and underserved, including persons with mental illness, HIV/AIDS, addiction, developmental disabilities, and ex-offenders, etc. We treat, restore and rehabilitate the whole person. We empower each individual to function at the highest level possible.


  • Project PLASE is a 501(c)(3) charitable organization dedicated to aiding homeless persons in Baltimore. We have provided both direct services and advocacy on behalf of this population since 1974 through our Transitional and Permanent Housing Programs.

  • PLASE is unique. We address all the needs of the individuals with whom we work—medical, mental health, employment, food, temporary housing, long-term/permanent housing and support, addictions counseling, clothing, social/interpersonal.

  • Through three transitional housing shelters (62 beds total) we provide individuals a place to stay while we help them get stabilized and access the resources they need. We then assist them in finding long-term/permanent housing.

  • Once individuals find permanent housing, we continue to work with them to ensure their success, provide supportive services, and prevent the recurrence of homelessness. These services are available as long as a person needs them.

  • We served approximately 600 persons last year in our transitional and permanent housing programs.

  • Project PLASE has been awarded the Maryland Association of Nonprofit Organization’s Seal of Excellence for successfully completing the Standards of Excellence program. PLASE voluntarily opened itself up to scrutiny by a “jury of its peers.” The peer review team examined PLASE for compliance with the Maryland Association of Nonprofits’ Standards for Excellence: An Ethics and Accountability Code for the Nonprofit Sector.

  • History:
    In 1973 a group of concerned students formed Project PLASE, Inc. to address and remedy the absence of services and resources available to Baltimore's most needy citizens - the homeless and the poor. At that time, little was known, discussed or being done for homeless citizens.

    Mary C. Slicher, PLASE's Executive Director, is one of the original founders.
